On March 30th, branches of China concrete and cement-based products association held its 2024 working session in Beijing. Zhang Yan, Rotating President of China Concrete and Cement-based Products Association (hereinafter refer to as CCPA), Wu Wengui, Executive President of CCPA, Xu Yongmo, Honorary President of CCPA, Wang Zhaojia, Special Vice President of CCPA, Jiang Qinjian, Special Vice President of CCPA and Chairman of Precast Concrete Component Branch, Gao Zhi, Secretary-General of CCPA, as well as secretaries-general and deputy secretaries-general of more than 30 branches of CCPA and heads of secretariat department attended the meeting. The meeting was chaired by Wang Zhaojia.

Gao Zhi, Secretary-General of CCPA, firstly made a report on the work of branches in 2023. She reviewed and summarized the work of the branches in 2023 and introduced the key work arrangements for 2024. Gao Zhi introduced that in 2023, the economic situation and market environment were unfavorable, the production and operation of industry enterprises encountered difficulties, which brought great challenges to the work of CCPA. The branches insisted on and played their own characteristics and advantages, taking the initiative to serve the members, organizing colorful industry activities, who did a lot of work for the industry, enterprises and members. With the joint efforts of the branches, the ability of the association to serve the whole concrete industry chain is accelerating, and the work of the branches continues to take a new step forward, which has made an important contribution to the enhancement of CCPA's social influence and brand value.

Gu Bingying, Deputy Secretary-General of CCPA and Director of the Branch Work Department, interpreted the policies and enforcement cases of the national authorities on laws and regulations for the supervision of social organizations., as well as the relevant systems of the branch seal management, seminar and forum management, and the self-media management.

The year 2023 is the opening year for the comprehensive implementation of the spirit of the 20th CPC National Congress, and it’s also a key year for the implementation of the "14th Five-Year Plan". In order to recognize the advanced and create a good atmosphere for striving for excellence, the congress honored the Outstanding Branches and the Annual Individual Work Awards for the year 2023.

In order to strengthen the communication and exchange among branches, to share experience and learn from each other, Jiang Qinjian, Chairman of Precast Concrete Component Branch, was invited to make a report on "Production and Quality Assurance Capabilities Recognized Evaluation of Precast Concrete Component Enterprise", Zhao Jun, Secretary General of Ultra-High Performance Cementitious Material and Application Branch, was invited to make a report on "Experience Sharing in Organizing the First UHPC Industry Conference", and Li Zhiling, Secretary General of Eco-Concrete Branch, was invited to make a report on "Industry Events and Activities to Promote Industrial Innovation and Engineering Applications—Talking from the National Eco-Concrete Innovation Design And Application Competition".

Chairman Jiang firstly introduced the certification and evaluation work in China's precast component industry, pointing out that in order to meet the requirements of high-quality development of the construction industry and improve the comprehensive capacity and management level of precast concrete component enterprises, the Precast Concrete Component Branch and Beijing Precast/Prestressed Concrete Institute Co., Ltd. have conducted a systematic investigation and research, organized industry experts and head enterprises to compile evaluation standards for precast factory production and quality assurance, and formulated the evaluation rules for the capacity recognition of precast enterprises. Meanwhile, they formulated evaluation rules for precast enterprise capacity recognition and carried out pilot evaluation work at an opportune time. In addition, introduced in detail the work carried out by the Branch in the preparation of evaluation standards, evaluation of enterprise capacity and management.

Secretary General Zhao, briefly introduced the organization of the first UHPC Industry Conference, and took us back to the scene of the conference with a set of photos. He shared his experience and shortcomings in organizing the conference for other branches to learn from, and emphasized that the organization of the conference must uphold the concept of "content is king", and pay attention to planning, organizing, publicity and project controlling, and do a good job in detail service in order to let the participants get something out of it.

Secretary General Li introduced the origin, development history, awards and extension activities of the National Eco-Concrete Innovation Design and Application Competition. She also introduced the practice and significance of The Competition in promoting the standardization construction, the transformation of scientific and technological achievements, guiding the application and expanding the overseas engineering market.

In his concluding remarks in the morning, President Xu pointed out that CCPA encourages and strongly supports the synergistic cooperation among branches, as well as the cooperation between branches and industrial associations, local provincial and municipal associations, so as to realize the sharing of resources, and enhance the service and leading ability of CCPA and its branches. He emphasized that the state attaches more importance to business associations and encourages healthy competition to a certain extent, and that all branches should raise their ideological position, have a high sense of responsibility, and actively undertake the mission of industry development. In carrying out their work, they should maintain the main position, abide by the principles and comply with the management system and methods of the branches. The work of CCPA and branches should not only "stand out", but also "rise to fame", thinking positively and taking the initiative to expand the influence of the association.

In the afternoon, the secretaries-general of the participating branches started exchanges and discussions on how to accelerate the formation of new quality productivity, green and low-carbon industry, the high-quality development of digital intelligence, promoting industry enterprises to go global, and giving innovative ideas for serving the industry. The exchange meeting was chaired by Secretary General Gao Zhi.

Focusing on the major common problems and confusions faced by the concrete and cement-based products industry and various subsectors at present, the secretaries-general shared their efforts and explorations in their respective work, and elaborated different insights and thoughts on how to accelerate the formation of new quality productivity and promote the industry's green, low-carbon and high-quality development. For the future work of CCPA, the participating secretaries-general put forward constructive opinions, including the establishment of an industry integrated technology leading manual, the creation of an industry innovation platform, and the development of vocational education and training work. In the past year, although all industries were faced with economic downturn, shrinking demand, falling volume and price and other difficulties, CCPA and branches are still full of hope for the future development of the industry and agreed that as long as CCPA and branches can be firm confidence and work together, they will be able to join hands to ride out the winter.

President Zhang made an important speech. He pointed out that, despite the overall downturn in the industry, CCPA and the branches still achieved very good results, to create a lot of highlights of the activities, and the influence continues to expand. The individual work awards set up by CCPA this year are very innovative, which is associations and branches, and there is still a lot of room for improvement in the work of the branches. He pointed out that CCPA and branches must carry out their work in the future in accordance with the law, CCPA should build a platform for the industry, and the branches should find ways to carry out relevant work closely around the industry's hotspots, difficulties, and focal points to expand their influence and enhance cohesion.

In his summary of the meeting, President Wu emphasized that the branch work meeting was a success. In the past year, the branches have carried out distinctive activities, the ability to independently run the meeting significantly improved, which is has a great deal of help for CCPA to enhance the influence of its industry's brand. For the future work of the branches, President Wu put forward several suggestions: First, the positioning of each branch should be clear, which should be classified according to the different product areas and the nature of the work, the branch is an important starting point of CCPA to serve the industry's innovative development, an important bridge to connect the members of the enterprise, the main force of CCPA to serve members; Second, to deal with the relationship between CCPA and the branches, including the relationship between the branches, between the old and new branches between tradition and innovation, between brand enhancement and income generation. In the future, CCPA will work in three aspects: first, to do a good job in the classification and management of branches, second, to strengthen the cooperation among branches, and third, to use the resources of the secretariat to help the branches create value.
