CCPA President Wu Wengui Led a Delegation to Saudi Arabia and The United Arab Emirates for a Site Visit

From November 18th to 27th, Wu Wengui, Executive President of China Concrete and Cement-based Products Association (CCPA), led a delegation of industry enterprises to Saudi Arabia and the UAE for industrial cooperation and market investigation.

The Middle East region is located at the connecting point between Asia, Africa and Europe and is a key region for the construction of the Belt and Road. China is the Middle East's largest trading partner, an important infrastructure and investment partner, and the construction of the Belt and Road Initiative is leading to a new stage of economic cooperation between China and the Middle East. As the largest country on the Arabian Peninsula, Saudi Arabia has become the world's largest construction market, and the real estate and infrastructure construction market continues to prosper, which provides important opportunities for our enterprises to develop the market. The UAE is one of the most attractive countries for investment in the Gulf and the Middle East, and it is also China's number one export market and re-export center in West Asia and North Africa, the relationship between the two countries, especially in the field of trade and investment, has shown rapid development.


Saudi Arabia and the UAE have a much stronger demand for all kinds of products, technology and equipment for China's concrete and cement-based products industry, which has become the industry's export trade and investment focus on the market. It is of great significance and development prospect for China to carry out practical cooperation with Saudi Arabia, the UAE and other Middle East countries in concrete and cement-based products and upstream and downstream related industries.


From November 18th to 27th, Wu Wengui, Executive President of China Concrete and Cement-based Products Association (CCPA), led a delegation of industry enterprises to Saudi Arabia and the UAE for industrial cooperation and market investigation. The purpose of this visit is to gain a comprehensive understanding of the development and market demand of the construction and infrastructure industries in Saudi Arabia and the UAE, to investigate the current situation and development prospects of economic and trade cooperation, as well as investment cooperation, among concrete and cement product enterprises in the Middle East market. The visit aims to establish and deepen international cooperation channels, explore feasible pathways for industry enterprises to "go global," and promote the implementation of more industrial cooperation projects in the Middle East market. Guan Yangchun, Vice President of CCPA and Chairman of Qingdao Hicorp Group Limited Company, along with representatives from member units and industry enterprises such as BCEG Advanced Construction Materials Co., Ltd. and Beijing Hanjian Heshan Pipeline Co., Ltd., totaling 27 participants, took part in this visit.


The first stop of the delegation was Dammam, which is the capital of the Eastern Province of Saudi Arabia, it is also the energy core and the second largest port city in Saudi Arabia.

During the visit, the delegation paid a site visit to the King Salman International Integrated Port Facility Project, which is an important part of “Saudi Vision 2030” National Reform Plan, and is located in Ras Al-Khair SEZ, one of the four major economic zones in Saudi Arabia, about 100km north of Jubail along the Persian Gulf coast, with an area of about 4,500m*2,500m. It is the largest "super shipyard" in the world and the largest current contract project since the establishment of Power Construction Corporation of China (POWERCHINA), with the highest bid amount. In this project, it set world records for the net lifting height of the giant gantry crane and ranks among the top in the world for combined lifting capacity. The project site is truly impressive. The excellent performance of SEPCO Electric Power Construction Corporation in this project has profound significance for promoting China-Saudi Arabia economic and trade relations and deepening the Aramco market.

The delegation has a business communication with Beijing Construction Engineering Group Co. Ltd. KSA to understand the basic situation of the local assembled housing market and issues related to engineering and construction, relevant product standards and specifications. 


The delegation visited Qanbar Dywidag Precast Concrete Co., Ltd.(QDC), the largest precast concrete component factory in Jubail, which was established in 1981 and has completed a number of prestigious projects for Saudi government and private sector clients, including the Saudi Arabian Oil Company (ARAMCO), the Royal Commission for Jubail and Yanbu (RCJY), the Saudi Basic Industries Corporation (SABIC), and the Saudi Electricity Company (SEC). The precast concrete components of QDC, transported by land to Riyadh, over 400 kilometers away, and to Yanbu, more than 1,500 kilometers away, left a deep impression on the delegation, who were greatly impressed by the promising potential of the local precast concrete market.

During the period, Wu Wengui led some industry enterprise representatives to visit Wu Jie, Counselor of Economic and Commercial Office of the Chinese Embassy in Saudi Arabia. Wu Jie introduced to the delegation the development planning, business environment, experience and challenges of Chinese enterprises' landing in Saudi Arabia, and suggested that the enterprises must carry out extensive and in-depth research and try their best to avoid all kinds of risks.

The delegation had a full exchange and discussion with the leading enterprises in the Saudi market on the market opportunities in the Middle East and North Africa region, the current situation of Saudi economic development, the planning of the construction and infrastructure industry, local laws, regulations and tax issues, standards and norms, workforce issues, the basic energy situation, the price and supply of raw materials, such as cement and aggregates, the preparatory work for the construction of precast concrete components factory in cooperation with the Chinese-funded engineering companies, successful experiences and challenges related to business development in Saudi Arabia.

The delegation visited Green Concrete Company, one of the top three concrete companies in Riyadh, which has a daily production capacity of 3,500-4,000 m3 of concrete. To ensure 24-hour stable operation of the mixing plant, Sany sent more than 40 technicians to the plant to provide services and equipment management. They participated in the seminar on “Sharing of experiences in Saudi Arabia's investment environment”, which was organized by WenX Investment Service, to fully understand the general planning of the future new cities and key projects of NEOM, the distribution of industrial parks and special economic zones, the localization of manufacturing industry, and all the aspects involved in local investment, plant construction and company operation. There was also a site visit to Riyadh 2nd. Industrial City under the jurisdiction of the Saudi Authority for Industrial Cities and Technological Zones (MODON) in Riyadh, the delegation investigated the industrial layout of the park, entry requirements, prices of land leases and various resources, and made a preliminary understanding of the basic situation of other industrial parks around Riyadh.

In the new headquarters of CSCEC Middle East LLC in Dubai, UAE, which has been deeply cultivating the Middle East market for more than twenty years and has become the largest comprehensive international engineering contractor in the region, the delegation was given a comprehensive introduction of the current situation of the construction and infrastructure industry in the UAE and neighboring countries and the opportunities for Chinese enterprises in six dimensions: current situation and planning of the construction and infrastructure industry, investment and business cooperation opportunities in concrete and cement-based products, development experience and challenges of international engineering enterprises, local conditions (laws and regulations, taxation, standards and norms, labor and resources, etc.), market and technical problems in the field of construction and infrastructure engineering in the UAE and neighboring countries, and suggestions for domestic enterprises to develop the market in the UAE and other countries in the Middle East. The entrepreneurs of the delegation had a more in-depth understanding of the development opportunities and challenges of the international engineering, concrete and cement-based products industries in the Middle East, and they had in-depth exchanges with the leaders of CSCEC Middle East LLC and the relevant persons in charge of the Procurement Center and the Investment Department on the key issues of concern.

During the visit, Wu Wengui provided detailed introductions to the visiting delegation from Chinese international engineering companies, local precast and concrete companies, and government reception parties, covering the basic information of the CCPA, the overall development of products, technology, and equipment in the domestic concrete and cement products industry, as well as the latest progress of key industry enterprises in expanding overseas markets, especially the Middle Eastern market. Wu Wengui highly praised the development achievements and various beneficial international cooperation pathways explored by vice-president member companies of the association, such as SANY, BYPCE, and Subote, in the Middle Eastern market. He suggested that domestic industry enterprises should learn from the successful experiences of these industry leaders. Wu Wengui also stated that CCPA will organize upstream and downstream industry chain enterprises to establish more effective international cooperation and communication platforms, integrate and connect resources from various sectors, and provide greater support for industry enterprises in expanding their international markets.


After ten days of industry cooperation matchmaking and market research, the CCPA delegation conducted a comprehensive survey and inspection in Saudi Arabia and the UAE. They gained a direct and thorough understanding of the investment policies, investment environment, as well as the industry status, market opportunities, and development trends of the concrete and cement-based products industry in both countries. The delegation also established certain international cooperation channels, connected with related industry cooperation projects, and explored feasible pathways for cooperation. These included using large engineering companies and major projects as a “springboard” for collaboration, facilitating upstream and downstream industry chain and ecological chain synergies for “joint ventures abroad,” creating international teams and platforms for companies through “building ships to go abroad,” and exploring capital operations such as mergers, acquisitions, and restructuring as a way to “buy ships to go abroad.” These efforts laid a solid foundation for the future implementation of international industry cooperation projects.

This trip to the Middle East was full of harvests, and we felt that the launch of many infrastructure projects after the reform in Saudi Arabia and the construction of thriving real estate and hotel service facilities in Dubai, presented a huge demand for precast concrete parts, construction hardware materials, commercial concrete and other commercial concrete in the construction market. Through the discussion with several central enterprises and private enterprises, we deeply realized the hardship of going abroad to start a business, and expressed our admiration to the leaders of these enterprises for their foresight in making the decision to go abroad, responding to the call of the Belt and Road Initiative to go out and obtaining remarkable achievements. Through this trip to the Middle East, I have the following insights: (1) Saudi Arabia and the UAE investment environment is still very good, especially in Saudi Arabia, the future to host a number of large-scale international tournaments, Saudi Vision 2030 will have a large number of projects to start, there are projects will attract enterprises to invest in the construction; (2) the legal systems of both countries are stringent and emphasize adherence to the rule of law. This necessitates that businesses operate in full compliance with the law, encompassing areas such as finance, taxation, employment, licensing, and respect for national values; (3) due to the strict management of local labor, the cost of labor in the two countries is higher, and enterprises should be fully aware of the problem; (4) hot weather throughout the year can have a significant impact on manufacturing companies, and the cost will be increased; (5) the projects tendered by the two countries are large in scale, so it is extremely difficult for us, private enterprises, to go to bidding, we can only pick up the project from the local or Chinese-funded contractor, and we should consider the local mandatory qualification requirements for subcontractor suppliers, the standards adopted for relevant products; (6) due to the exchange rate lock with the U.S. dollar, the local exchange rate is stable and the risk is small, the question of how to repatriate foreign exchange funds needs to be considered.”


Zhang Yexin, vice general manager of Anhui Keda Electromechanical Co., Ltd., said, “Thanks to the bridge built by CCPA, we have benefited a lot from this building materials market study tour in the Middle East.
